As extreme climate intensifies, in order to cope with disaster risks, Taiwan's traditional rigid engineering projects such as building embankments to contain water and building dams to retain sand have gradually faced bottlenecks. This has also given rise to "improper adaptation" crises such as ecological degradation in watersheds and the public's loss of risk perception. In the face of challenges, the international community has regarded "Natural Solutions (NbS)" as a core strategy that balances adaptation and conservation. . With the passage of the Climate Change Response Act, Taiwan ushered in a key opportunity for governance transformation.
